Maximum Guaranteed Response Times (TMRG) in access to healthcare in the National Health Service

What are guaranteed maximum response times?

The Maximum Guaranteed Response Times (TMRG) guarantee the right of access of users of the National Health Service to the various types of non-emergency health care, in a time considered clinically acceptable for their condition.

What are the maximum guaranteed response times?

The times vary according to the types of care:

Primary Health Care

Primary Health Care
  • Care provided at the health center at the request of the patient, family members or caregivers
    • related to acute illness
Order Day Fulfillment
    • no related to acute illness
15 business days from receipt of request
  • Care provided at the health center at the request of a health center, hospital, SNS 24 or the teams and units of the National Network of Integrated Continuing Care
    • related to acute illness
Order Day Fulfillment
    • no related to acute illness
30 business days from receipt of request
  • Expressed needs to be solved indirectly
    • Medication renewal in case of chronic illness
72 hours after receipt of request
    • reports, reference letters, guidelines and other written documents (following medical or nursing consultation)
72 hours after receipt of request
  • Appointments scheduled by health center professionals
No general TMRG applicable: dependent on the periodicity defined in the national health programs and/or clinician evaluation
  • Home consultation
    • at the request of the user, family members or caregivers
24 hours, if the justification of the request is accepted by the professional
    • programmed by health center professionals

120 consecutive days from the registration of the consultation request in the CTH computer system by the attending physician of the health center
  • Consultation in a situation of suspected or confirmed oncological disease

  • Consultation in a situation of suspected or confirmed heart disease
