What is the Medical Certificate of Multipurpose Disability?

The Medical Certificate of Multipurpose Disability is a document that proves the degree of physical or mental disability, permanent or temporary, of a user.

What is the Medical Certificate of Multipurpose Disability for?

This certificate provides for the granting of multiple social, fiscal and economic benefits to its holders, depending on the degree of disability.

Who is entitled to the certificate?

The Medical Certificate of Multipurpose Disability is awarded to people with disabilities or the presence of a serious medical condition. The purpose of the certificate is not to assess a citizen's ability to carry out his or her professional activity. It is issued to retired citizens or those with active professional activity, provided that they present pathologies to the medical board, which are documented with clinical, imaging or other reports (for example: expert evidence or psychological tests) allow a degree of global disability to be weighted translated into a percentage value.

What are the associated benefits?

Depending on the degree of disability attributed to the user, the Medical Certificate of Multipurpose Disability entitles its holder to:

  • Tax benefits
  • exemption from user fees in the National Health Service
  • Priority service
  • Exemption from car tax
  • Non-urgent patient transport
  • Social protection and support
  • Scholarships in Higher Education
  • among others

Users with a degree of physical or mental disability equal to or greater than 60%, based on the National Table of Disabilities, are entitled to the benefits that the law provides for and previously described in the previous point.

Where can I request the Medical Certificate of Multipurpose Disability?

The application for the certificate must be made at the health centre in your area of residence by means of an application for an application for an assessment of disability, addressed to the president of the medical committee. The application must be accompanied by the medical reports and examinations to support the application.

How long does it take for the document to be issued?

After making the request for evaluation, you will receive a notification from the medical board, within 60 days, with the date and time of an appointment in which the degree of disability is assigned. The medical committee implies the issuance of a Medical Certificate of Multipurpose Disability where a degree of disability will be attributed according to the pathologies in question. Even in cases where the medical committee considers that it can dispense with the applicant's face-to-face physical assessment. After that, the document will be issued and delivered to you.

I cannot go to the consultation to receive the document. What should I do?

In the event that it is impossible for a user to travel, provided that it is requested and justified, but always on an exceptional basis, a member of the medical committee may go to the citizen's residence and carry out the assessment (for example, bedridden patients). The Medical Certificate of Multipurpose Disability must be received by the user to whom it was assigned. The certificate is issued and delivered immediately after the face-to-face medical board.

Can I disagree with the degree of disability assigned?

yes. If you do not agree with the degree of disability that was attributed in the certificate, you must submit, within 30 days, an appeal to the Directorate-General for Health, through the Regional Health Delegate. If this appeal is granted, you will be summoned to be re-evaluated by the medical board of appeal.

How much does it cost to issue the certificate?

The issuance of the Medical Certificate of Multipurpose Disability has a cost of:

  • 12,50 EUR – issued by a medical committee OR
  • EUR 25.00 – issuance by the medical board of appeal

What is the cost associated with issuing a certificate after a medical review or re-evaluation has been conducted?

The cost of renewing the certificate for review or reassessment and for renewing the certificate at the medical appeal committee is EUR 5.00.
